WASHINGTON, Nov. 18 (Xinhua) -- The Cleveland Cavaliers guard Iman Shumpert will miss a week with a left knee injury, the club said on Saturday.


With Derrick Rose and Isaiah Thomas sidelined due to injuries, Shumpert has been starting for the Cavs, who's been on a four games winning streak.


Shumpert is averaging just 5.2 points and 3.3 rebounds, but he's been a key player while filling in for Rose and Thomas.


The Cavs earlier said Rose could miss another three weeks with an ankle injury. Thomas is still working his way back from a serious hip injury.

Italian Fabio Fognini was fined $96,000 (81,000 euros) and hit with a suspended ban from two Grand Slams on Wednesday for having insulted an umpire at the US Open.


Fognini was kicked out of the US Open and fined $24,000 at the time for launching a sexist tirade at Swedish female umpire Louise Engzell after a first round defeat to Italian compatriot Stefano Travaglia at the end of August.


The world No.28 has been warned that if he re-offends between now and the end of 2019, he will be banned from two Grand Slams, one of which will be the US Open.


However, if he keeps out of trouble his fine will be halved.


"Mr Fognini accepts and will not appeal this decision and he has expressed remorse for his admitted misconduct," said the Grand Slam Board in a statement.


Shortly after being kicked out of the US Open, Fognini, 30, appeared contrite and said already he would accept whatever punishment the Grand Slam Board decided to impose.


"Should (the Grand Slam Board) decide to ban me from the next Australian Open, I will accept the decision, because actions have consequences, and I need to pay for what I did," Fognini told Italian Sky Sports TV a month ago.


"I am aware of the severity of my mistake, I take full responsibility for it."


BEIJING, Oct. 10 (Xinhua) -- China has made hefty investment in water conservancy projects over the past five years, benefiting hundreds of millions of people in poor regions, a senior official said Tuesday.


As part of the country's poverty-relief efforts, such investment from the central government reached a record high of 226.6 billion yuan (about 34.3 billion U.S. dollars) between 2012 and 2016, Zhou Xuewen, deputy minister of water resources, told a forum.


The investment helped lift more than 300,000 rural people out of poverty, enabled 110 million rural residents to have safe drinking water, built water-saving irrigation systems on 34 million mu (about 2.3 million hectares) of farmland, and treated water and soil erosion on 41,000 square kilometers of land, Zhou said.


Zhou said the government will continue to increase investment in water conservancy projects in poor regions, and ensure that more than 80 percent of rural residents will enjoy centralized water supply by 2020.


The country also aims to improve the mechanism for water conservancy project investment and financing, encouraging private capital to invest in construction and operation of water conservancy projects in poor regions, he said.

CIA Director John Brennan warned on Monday that the attacks in Paris claimed by the extremist Islamic State movement were not a “one-off event” and that the militants may have similar operations ready to launch.


Foiling those plots, however, could prove difficult because Europe's intelligence and security resources are severely stretched trying to keep track of the hundreds of European extremists who have returned home from fighting in Syria and Iraq.


""A lot of our partners right now in Europe are facing a lot of challenges in terms of the numbers of individuals who have traveled to Syria and Iraq and back again, and so their ability to monitor and survey these individuals is under strain,” Brennan said.


Brennan’s comment at a Washington policy institute came as France, Belgium and other countries intensified a manhunt for suspects in Friday’s attacks on a concert hall, sports stadium, restaurants and bars in Paris that killed 129 people.


U.S. intelligence still hasn’t confirmed that the Islamic State was responsible, said Brennan. But, he added, the Paris attacks and the suspected bombing of a Russian airliner in Egypt on Oct. 31 that killed all 224 passengers and crew aboard “bear the hallmarks” of the Islamist group.


The Islamic State, which threatened in a new video on Monday to attack in Washington, appears to have formed an external operations branch that may have readied follow-up strikes to the Paris attacks, he said.


“I would anticipate that this is not the only operation that ISIL has in the pipeline,” Brennan said, using an acronym for the Islamic State. “And security intelligence services right now in Europe and other places are working feverishly to see what else they can do .
